A race called the incubators found that human emotions are a powerful source of energy that can reduce the entropy of the universe. So they would grant young girls like me a wish, in exchange for turning us into magical girls.
Magical girls used their power to fight monsters - witches. But the hope of their wish always balances out with despair, and when they give in to that... They become witches themselves.
[ she pauses to make sure he's listening, but - she's gone over this story so many times here that she's kind of ready to just power through the rest. ]
My best friend's wish was to save me, so the magic she was given was the power to reset time. Because I was the center of so much, eventually I was able to make a much more powerful wish than I ordinarily could have.
I wished to erase every witch with my own hands, past, present, and future. And so I became a concept that exists outside of time and space. With this, I can put magical girls to a peaceful rest. I exist as a paradox, destroying my own witch before I turn into it.
The system... Still requires their grief... It's still for a greater good. Magical girls still suffer for the sake of the universe. But now they don't have to become what they fight. They don't have to lose themselves and hurt people anymore.

... Oh, and because I no longer ever existed, Homura-chan's wish couldn't have been to go back in time to protect me anymore - that's why she can't reset time, now.
